Can a candidate apply Recognition of Prior Learning to a qualification?
Yes. Candidates with previous experience in the occupational skill of the qualification can apply for RPL with an RTP presenting evidence against the qualification’s performance criteria.
Can a qualification be delivered in Arabic language?
Yes, a qualification can be delivered in Arabic language provided the RTP has approval from the External Verifier in advance and the Assessor and Internal Verifier are bi-lingual and can report back in Arabic or English.
How can an RTP claim a certificate for a candidate?
An RTP is required to complete the Claim for Certification Form and send to ACTVET. ACTVET will then check the administration, assessment and internal verification of the candidate’s portfolios together with external verification to determine completion of a qualification to the required standard.
How can an RTP register candidates for a National Qualification?
An RTP needs to complete a Candidate Registration Form and submit online to ACTVET Qualification Department to record candidate’s details against a particular qualification.
How does an RTP know which candidates can be issued with a certificate?
Once external verification processes have been completed, the External Verifier will send an External Verifier Report to the RTP, listing the candidates sampled and who are eligible to receive a qualification.
The RTP will then issue a transcript for each candidate listing the units covered, the level and the credit value.
On receipt of transcript, ACTVET will issue a certificate stating the type, name, level and credit value of the qualification.
What are the requirements from the Qualification Department for RTP status?
The Qualification Department will consider the capacity of the Training Provider to deliver a National Qualification by considering the staff resources available to offer national qualifications. Three types of staff are required: Trainer, Assessor and an Internal Verifier.
An Initial Centre Approval visit will be also conducted to evaluate the Training Provider’s quality processes.
What is a National Qualification?
A national qualification is an accredited qualification recognised within the Qualifications Framework for the Emirates, QFEmirates, which is issued by a licensed learning or training provider, and confirms an individual has achieved the specific learning outcomes as aligned to the QFEmirates. It is made up of relevant national occupational standards (developed by industry not VETAC) which represent the benchmark for competency required in a given occupation within an industry sector. Such a qualification carries a national logo placed on the certificate
What is a Registered Training Provider (RTP) status?
RTP status is given to institutes that have been measured against a rigorous set of criteria that indicates their competence to deliver nationally endorsed qualifications. An RTP can be private, semi-government, or government education entities such as schools, colleges, institutes of technology or universities, adult and community organisations, commercial and enterprise training providers and industry bodies where training is not necessarily their core business
What is an Awarding Body?
An awarding body is an entity approved by VETAC that is responsible for registering and assessing VET providers which come under their jurisdiction. They manage, based on the standards, criteria, procedures, and policies developed by VETAC, the process of issuing NOSS-based qualifications and the implementation of these, the standards, criteria, procedures, and policies by the relevant VET providers.
Who is a Trainer and what are the requirements to be considered?
A Trainer is a qualified and experienced subject specialist and trainer qualified who provides the vocational education and training for the institute. Trainers working in an LTP/RTP must be holders of a Trainer Permit or a Conditional Trainer Permit.
To be considered for a Trainer Permit a trainer must have:
A qualification and training experience in training.
An occupational qualification and occupational experience in a skill specific area.
Applicants satisfying the above conditions are issued a Trainer Permit.
Applicants that satisfy some of the requirements will receive a Conditional Trainer Permit.
Applicants that do not satisfy any of the requirements will not be permitted to train in a RTP or LTP.
Based on the RTP’s purchase of qualifications from the NQA, and the self-assessment of the RTP capacity to deliver those qualifications, Trainers will be evaluated during External Verification visits for compliance.
Who is an Assessor and what are the requirements to be considered?
An Assessor is a qualified individual authorised and able to conduct assessment and make a judgement on a learner’s competences.
An Assessor has:
- Knowledge of the UAE VET sector.
- Vocational competence with respect to the assessment of knowledge and skills components of a qualification.
- Occupational competent in the specialist field if there is a work-based component of a qualification.
- A VETAC-endorsed Assessor Award or a recognised equivalent/foreign award.
Based on the RTP’s purchase of qualifications from the NQA, and the self-assessment of the RTP capacity to deliver those qualifications, Assessors will be evaluated during External Verification visits for compliance.
Who is an Internal Verifier and what are the requirements to be considered?
An Internal Verifier monitors the work of all Assessors involved with the qualification, to ensure that they are applying the assessment criteria for the competency of skills consistently throughout all assessment activities.
An Internal Verifier has:
Vocational and occupational competence.
A VETAC-endorsed Internal Verifier Award or a recognised equivalent/ foreign award.
Knowledge of the UAE sector.
Based on the RTP’s purchase of qualifications from the NQA, and the self-assessment of the RTP capacity to deliver those qualifications, Internal Verifiers will be evaluated during External Verification visits for compliance.
Will there be fees charged for qualification services?
In all cases fees and fines will be applied for services. A list of fees approved by the NQA will be published on the NQA and ACTVET websites and may change from time to time.
